i mean like absolutely free? free public records? in Florida and or wisconsin?

Usually, the local police department and the local sheriff’s department web sites will have arrest records available for public viewing.
Also, the local newspaper will publish arrest records. You can find the newspapers at http://www.usnpl.com/ .
