I have already called my phone company. Everytime the phone rang I try to answer, but the call gets cut off right away.
Call your phone company and tell them you want to take collect phone calls , that will do it !?
You also can send a letter to that inmate asking it to investigate if he is doing his phone calls in a proper way because jails and prisons have they own retard rules for sane and /or retard people as well !
