Sex Offender Question NC to VA?

We have a friend who was convicted of Taking Indecent Liberties with Minor. He was wrongly accused by a mad stepdaughter that didn’t want him marrying her mother. By the time she finally admitted it was a lie it was too late because the state had already convicted him of the crime. He is located in NC. He has completed his counseling and he only has 6 months left for parole. He has no parole violations either. Other than this he has nothing on his record. He does want to move to Virginia but does he have to registry? He doesn’t want to love if their policy is more strict than NC. Any information would be great to help me answer this question.
What is the Writ of Actual Innocence? I don’t completely understand it.
She did admit she lied but that was like a year after he was already convicted of the crime. She told her mother and her mother went to the attorney. The attorney said there was nothing that you could do because he was already convicted of the crime.

The Virginia State Police http://www.vsp.state.va.us/ administer the Virginia Sex Offender Registry. See their website. He needs to register and keep them updated as to his changes of address.

The recanting of the victim applies to possible post-conviction remedies, for instance if he wishes to file a Writ of Actual Innocence, but not to sex offender registration unless his conviction is overturned.
