eminent domain problem?

Our property in St. Charles county Mo. has the city limits of a small town on either side of us, but not in back nor across the road. This town wants to accquire several properties to make a row of stores. Can this town take our property by eminant domain? We have never paid taxes to this town and they know we are not in their city limits
I was told a town cannot annex property unless it it touched on 3 sides.

You really need to contact an attorney who is familiar with the historic laws governing your area. Some states have really eased up the limitations on eminent domain so this area of the law tends to be easier for municipalities to manipulate to their own benefit. At the least, they must compensate you for fair market value. Contact an attorney soonest.
