Does texting from a U.S. phone number (Texas) to a Canadian number (Manitoba) cost extra on Verizon?

I have an unlimited texting plan with Verizon. I checked out their site and found this:

While traveling in the U.S.,Canada, U.S. Virgin Islands and Puerto Rico text messages sent to non-U.S. phone numbers of participating carriers will not be applied against any monthly text messaging allowance and are charged the following:
$0.25/address sent
$0.20/message received
Text messages sent to phone numbers in Canada, Mexico and Puerto Rico are charged domestic rates per your plan.

My 18 year old brain and I can’t quite determine what this means. The first part is quite clear, but the last statement throws me off. Does that mean that North American and U.S. territories are free to text to?

Please don’t give me any links. I’ve searched through multiple forums and it’s a bunch of people quoting what other people say, which is completely indirect. A simple yes or no with a little explanation would be best.

The only texts that are included in your plan are texts to US numbers while you are in the US. All international texts cost. Texts to Canada, Mexico and Puerto Rico are charged as if you texted a US number without a plan – 20 cents per text to and 20 cents per text from – rather than at the higher international rate.
