Concealed Handgun License in Texas/South Dakota?

The minimum age to obtain a concealed handgun license in the state of Texas is 21.
The minimum age to obtain a concealed handgun license in the state of South Dakota is 18.

Does reciprocity between Texas and South Dakota permit citizens with a C.H.L. from South Dakota to carry a concealed handgun in Texas if he or she is 18?

According to the Texas Department of Public Safety:

“September 6, 2005
South Dakota
Note: Effective immediately, Governor Perry has issued a proclamation that allows persons with concealed handgun licenses from South Dakota to legally carry in Texas. South Dakota residents will be required to follow Texas law while carrying in this state. This has the effect of reciprocity between Texas and South Dakota since South Dakota law recognizes valid licenses issued from other states including Texas.”

Sorry, it doesn’t work that way. Note the sentence: “South Dakota residents will be required to follow Texas law while carrying in this state.” Texas law says you have to be 21 to carry concealed, so South Dakota CCW holders have to be 21 to carry in Texas.
