I would like to start some sort of kennel/ no kill shelter how would i go about starting this in tennessee?

i have always wanted to start some sort of no kill shelter sort of like a foster parents place for dogs… i have more than enough room to house 10 plus dogs how would i go about getting licensing because you have to have some sort of permission here in Rutherford county tn to house more than 4 dogs on Ur property
the reason that i want to do this is not just because i love dogs i love working with dogs and i dont like how the shelter here doesnt even see if a dog is good with certain ppl or kids before they adopt out. shelter here is very high kill if the dogs there get a runny nose there they put them down… no im not exaggerating i have volunteered there for about 2 yrs

First start talking to shelters in your area. I would then start fostering dogs for them for a long time first, and then think about going it alone. You should also become well versed in dog behavior, because just housing homeless dogs won’t be enough. You’ll need to be able to work with aggressive dogs, shy dogs, need to know which dogs will work for families with kids, which dogs would be better for a young adult, an older person, you’ll need to know which dogs would be better off with other animals, and which dogs should go to homes with no other animals, etc.

Edit: Also, if you have children, I don’t recommend fostering dogs until your kids become teenagers.

Edit: Yeah, there are many dogs that are better off being put to sleep. So you may be full of sickly 12 year old dogs that no one will adopt and really shouldn’t be adopted out, and therefore not able to take in healthy 2 year old dogs and therefore the 2 year old dogs will be put to sleep. You may want to rethink the no-kill part.
