if the noncustodial parent writes a letter to me and says its ok for me to move out of state, is it legally binding even if we didnt go to court? what are my rights as a custodial parent?
You need to get that letter notarized and submit it to the court, along with an explanation on why you are relocating (employment, financial issues, family, etc).
