Filing papers in District Court (Wake County, North Carolina) — General Guidance?

I have some deadbeat tenants who broke a year lease in less then 2 months and caused some damages. They left without making any type of payments and have not been in touch. I want to file in small claims court but it seems they have to be in the same county for me to file in small claims. Since they are in another state I was told I need to file in “District” court. First off is that true. If it is what do I need to do to file in District court. The amount is less then $3K so I don’t think I can really afford a Lawyer. I was thinking this was so straightforward that I would be able to file the complaint my self and get a judgment. Am I totally out of my mind or can I actually represent myself and sue these folks for the money they owe me?

If there is a better solution which I am probably not thinking of please let me know.

Should be able to; talk to the county clerk where you need to file.
